GIF is limited to 256 colors, unlike JPG

The GIF format, designed in the 1980s, can display only 256 colors at once. Converting to JPG doesn’t restore colors already lost when the GIF was created, but it does produce a format more universally accepted for a still image.

An animated image becomes a single still frame

If the GIF is animated, only one frame (usually the first) is used to produce the JPG: the animation itself isn’t kept, since this format only handles static images.

Useful for turning a screenshot-style or meme GIF into a still photo

Many GIFs circulating online are actually screenshots or memes with no real useful animation: converting them to JPG gives a regular image, easier to insert into a document or presentation.
